f(x) = -4.3x f(x) = y substitute x with a value then you'll get the y.
they tell you the relation between y and x. Given either of them, you can determine the other, as y is just -4.3 times the x value. the points you gave have y values A(x , y) = (-3 , 2) but do not work in the equation, 2 = -4.3(-3)
