With out a Ph meter, how do you know when to stop titrating NaOH into HCI ? be specific

Hello there.
With the aid of a pH meter, the level of acidity or alkalinity would be measured.
Once titration is done, a level 7 is reached, that is, the neutral state.
Without the pH meter, you could see that a neutral state has already been passed when no more solid is being dissolved by the acid.
