Which of the following principles is evident through the "necessary and proper clause" in the U.S. Constitution? (3 points) rule of law individual rights popular sovereignty checks and balances

I would say D, because "necessary and proper clause' has something to do with the legislative branch, because only they can have this right. The reason why this is because of 'checks and balances' or even 'speration of powers'. To ensure that the government or at least one branch doesn't becomes TOO powerful, we use this. They check each other, and balance each other out. They have reserved, or only given to a certain branch/government, in this case branch, powers to ensure it also!
