Don't know really. You could research it.  If you looked into the median family income and disposable income for students in your high school, the cost of of driver education, what benefits, if any, driver education has, and the possible cost savings of the state/country if drivers ed. decreased accident rates, then it seems to me we have an objective argument that it would potentially save society money to offer it free rather than charge. 

So, it clearly can be more than opinion, but I have made it much broader.
