The summation you put up basically says: for 5 multiples of 3, subtract 1 from each then add up all of it. So fro that, we get 3 + 6 + 9 + 12 + 15 from sigma 3k. But we need sigma 3k less 1, so we do 2 + 5 + 8 + 11 + 14 which happens to equate to 40.
