Rig This may seem long, but from what I understand the rules follow:
If two pairs of opposite sides of a quadrilateral are congruent, then the quadrilateral is a parallelogram.
If one pair of opposite sides of quadrilateral is both parallel and congruent, then the quuadrilateral is a parallelogram.
If the diagonals of a quadrilateral bisect one another, then the quadrilateral is a parallelogram...
