none of them do. the city states evolved because that is how people/ civilisations behave. the 2 biggies, to my knowledge - Athens and Sparta - mainland and peninsula. and they fought, and allied, because they were land connected neighbours. and they fought the persians for similar reasons. city states evolved also all across Europe, geographical differences notwithstanding. Italy has only been a connected country since just before the first world war. that probably doesn't help, i know 😖
