Think, People can reroute rivers, and so I'm pretty sure the people living downstream will be fine. They are also rerouting it for crop irrigation, so I think that the farmers will be better than fine. The migratory animals can MIGRATE to get water if they need it. What about the small fish though...what will they do?

I mean I think it depends on one's perspective too. In regions where water is scarce and only the natural water-bodies provide water, people living downstream will be affected.
True, but I think in context of the question it is still A. I mean why would they reroute a river if it was desperately needed by the people downstream.
