I'm sorry I actually solved it wrong. I gave you the wrong answer. Let me show you how I got it and what the correct percentage is. A clerk takes 1/3 h to process 9 applications. So 1 hr would be 60 mins. 1/3 of a 1 hr would be 20 mins. So in 20 mins a clerk can process 9 applications. So if you need to know the time it takes to process 1 application it would be 20/9 which = 2.2. (I accidentally did 20/3 instead of 20/9 and that was my error.) So 2.2 is the correct decimal. 2.2 of 60 is 1.32. So you actually need to convert 1.32 to a fraction. As a fraction that would be 100/3200, but you probably need to reduce that so that would 1/32. So the correct answer would be 1/32 h.
