Radioisotopes are simply isotopes which are radioactive. As for whether they are harmful, that depends on the isotope and the exposure level. You ingest a small quantity of a radioisotope of potassium every time you eat a banana, and most of your food probably has some radioactive carbon as well. Some radioisotopes are used in medical treatments and tests where the benefit of the treatment or the test is expected to outweigh any incremental risk of cancer (usually small, but not 0) from the radiation dose.
