i think its fred but im not 100% the reason i think this is in the story he is the one who gets scrooge to really think about Christmas before he sees the spirits.
Definitely not Marley's ghost because i think it's hinted that Marley was just as bad as Scrooge. Even in ghost form he teased Scrooge in a cruel way. I'm pretty sure it's Fred because he's a kind hearted man. He sees the good in everyone which includes Scrooge. That's saying a lot. He's cheerful through out the whole story. We all know it's not Scrooge. He doesn't become a nice person until the end of the story. I can see why the ghost of christmas future would sound like the answer. After all, without his last visions of celebrated death, Scrooge might not have changed at all. However, I'm sure it's Fred because he's a kind hearted person through out the WHOLE story. Also, i absolutely adored this question because a Christmas carol is my favorite thing ever.
