For the period, think what it would be if it was a normal tan(x) graph, pi. As tan(4x) has a horizontal squash of scale factor 4, the period is pi/4. Then think about phase shift, using f(x)=tan(x) So f(x-pi/3)=tan(x-pi/3) which is a simple translation pi/3 to the right (positive x axis) Notice that all of these only depend on what's happening to the x value, and the 3 which affects the y value effectively does nothing in this context.
