Why was the compromise of 1877 called "worse than slavery"?

This informal compromise allowed Democrats to take control of Southern states that had been occupied by Federal troops after the Civil War. Black office holders and their Republican friends were thrown out of office as more southerners regain the right to vote. Programs like the Freedmen's Bureau and other efforts to help former slaves came to an end. Democrats came up with Black Codes, the Klan and other ways to take rights away from black people. So, people were slaves, enjoyed some of their natural rights for a season and then were denied those rights again. Losing rights after knowing the freedom nature's God has given you and then losing them is a terrible thing. Worse than slavery though? I can't think of anything worse than chattel slavery, the kind of slavery practiced before the war. It was definitely a step backward, towards slavery. But it was not worse than slavery.
