The successful slave revolt in Haiti (plantation owners were French) caused Napoleon to seek a buyer for the Louisiana territory. Jefferson sent diplomats to France and they were told to buy New Orleans from France so the U.S. could have access to the Mississippi River and the port of New Orleans for a port in the Caribbean. Napoleon decided to sell the entire Louisiana territory. It cost the U.S. three cents an acre. Napoleon needed the money for another war with Britain. The U.S. Congress questioned the deal, but the thought of Britain getting the territory was too much and Congress okay-ed the deal.
