I believe D is the correct answer because the car has to accelerate to get to its speed but C might be correct as well.

an acceleration is a change in \(velocity\) with time. Because velocity is a \(vector\) type of quantity, both the magnitude (size) and \(direction\) of the velocity matter an object is accelerating if it is \(either\) changing speeds \(or\) changing direction
