What made the fourth amendment become an amendment?

this isn't how it came an amendment, but it is the description of th fourth amendment. The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
I'm just looking for a little easier understanding on how it became an amendment. :/

The fourth amendment actually dates back to Plato and his hypothesis of the different governments.
Basically after the civil war there was that issue of what to do with the slaves, they were born here but they weren't born as citizens and they didn't become citizens upon Lincoln issuing the proclamation declaration either. It solved the issue by just saying anyone born here was a citizen whether they were born free or a slave was irrelevant.
