It proposed that all nations have stronger diplomatic relations with one another. It displayed how the United States would take a more aggressive role in the world. It presented a direct threat to the Soviet Union for any action taken in Europe.
"It displayed how the United States would take a more aggressive role in the world" this is the best option, since Theodore Roosevelt's Corollary said that it would come to the aid of Latin American countries.
