A horizontal line has `zero slope`. It doesn't rise at all. Only run. So we're looking for an equation of this form:\[\large\rm y=0x+b\]Or simply\[\large\rm y=b\]Which passes through the point (2,10).

So plug in your point, 10 for the y, 2 for the x (if there is one), and solve for b.
