None of them are a "complete" citation. The correct way to START an internet article would be one of the last two.

"No author" and a page number doesn't relay any information that it is a web article or internet source. But for ninth grade English, they probably want you to identify that there is no author. Sorry forgot it was a lower level English. I would probably pick A because the main point they are trying to get across is that there is no author.
