You can imagine it as \[\frac{ 7x }{ 4 } \div \frac{ 2x^2 }{ 1 }\] and now when you are dividing by two fractions you take the second fraction, flip it and multiply. So the general rule is \[\frac{ a }{ b } \div \frac{ c }{ d } \implies \frac{ a }{ b } \times \frac{ d }{ c }\]
