Alright, well we know that it possibly can't be multi-stage sampling because multistage sampling is known as a rather complicated form of gathering info and it involves dividing the population into many groups and then choosing either or at random. I say this because I am zooming into key words here....those being:
"Using a list that contains the names of all the high school students in the county"
Pretty simple right? A list. Nothing very complicated of that.
So consider that as one option eliminated.

THis involves measuring the information by dividing the population into smaller groups.
The statement up above is talking about using a list that contains the names of ALL the high school students in the county. Not SOME...but ALL in the county.

"Every 106th" That's not random. It's systematic. There are definitions for this sort of thing. Why not go with those?
