I believe the correct answers should be B and C. A - It is something that may happen, but is not necessary for culture to have religion developed in this way B - I agree, although it might not be IF in this case they have the option of trading goods, for instance they manufacture clothes instead and then sell it for food. However, I think for this question they expect B. C - I agree, labor is 100% required in order for a community or cultural place to survive, whether it's by the people themselves, slaves, or foreigners, I don't know if this should be a factor. In this case, I believe the answer is C for this question. D - Building cities in particular is not always necessary in culture, yet alone building alone (where some places could already be taken care of) E - Definitely not, there are more types of rulers and governments that can rule or govern the people. Do you think you get what I'm saying?

so only b &c

Those are the only ones that seem logical, the other answers wouldn't make sense. Is there any specific topic or title of quiz that this question comes from. Like is this from a Quiz called "What Rome's Labor Was Like" (ex.) But yea, the best answers to enter is B and C
