it is D because ethnic tensions were all over in Europe it was only a matter of time before more war broke out. and 95% of the nations over there were imperialist and were competing in military and economic power. it's D because a Flu pandemic would make people sick and not want to go to war and at that time there was no big enough flu pandemics to stop a war. so the reasonable answer would be D
