First, the use of the word "clearly" is almost never appropriate.  Clear to whom?  If it is "clear", then tell me why and let me see it.  If it's so clear, you should be able to show it.  Just NEVER say that.

Second, Department B can't possibly have a large enough sample size to make any conclusions about female applicants.  You'll have to censor that.

For part I, my initial response was "Thank you for leading me down a path that would encourage me to draw the same conclusions you drew - right or wrong - reasonable or unreasonable - supportable or concocted.  Now, if you don't mind, lacking sufficient evidence, I'm still going with the conclusion that there is not even in the neighborhood of enough data to make such a socially-sweeping conclusion one way or the other."
