Okay, so based off of what I know(and of course not trying to instantly give you the answer, well the one I think it is that is...), let me give you a summary: The 18th Amendment tried to make selling, buying, manufacturing alcohol or intoxicating things illegal, however this led to criminals becoming more organized, committing more organized crimes. Bootlegging alcohol became more common, and therefore problems arose. However the 21st Amendment took a different approach, it completely ratified the 18th Amendment, this allowed alcohol to be sold and what not, but if it violated the law in any means then that was strictly prohibited. With this type of conclusion on the 21st Amendment ratifying the 18th Amendment in that way, what choice do you think suits the situation the best? I hope this helps in someway!
