I said...that those persons who live in territories or counties that appear in this proclamation will be considered for joining the armed services, as judged appropriate by military and naval authorities
But it was wrong.  I would just like to know what would have been correct.

First:  What was the Emancipation Proclaimation all about?  Hint:  It had othing to do with judgment by military and naval authorities.
