Strictly speaking, the "charging" foul is defined as "illegal personal contact by pushing or moving into an opponent's torso." The classic example: 1. player with the ball is driving towards the basket to attempt a shot 2. defender steps into his path to impede his or her progress 3. the ball-handler does not react quickly enough to avoid the defender, initiating a collision

A charge occurs when the defensive player is set, but the offensive player (the one with the ball) performs an illegal act on the defensive player.
In simple terms, it's illegal body contact by using yourself body to either stop a player (stop the ball carrier or ball carrier trying to clear a path to the hoop) or to push them out of your way
