similar means the same "shape". Congruent means the same shape and same size. Do you remember what transformation changes the size (so the object will no longer be congruent) ?
You take a triangle and rotate it about any axis as much as you want. The size, shape and all measures of the triangle will remain the same at all times. Therefore the triangles will always stay congruent. Same logic with respect to reflection and translation. But there is one transformation here that will alter the length/shape of the triangle. And when that happens the triangles will no longer be congruent.
