steam is \(usually\) only formed when water absorbs energy and changes temperature enough to boil. Where did the water absorb the energy from?

Steam could be formed by just heating water, but often steam is formed when a reaction creates heat when water is present. So, it could indicate that a reaction has taken place, but it doesn't have to.
