they seem to be referring to spinal cord injury which neuron is in spinal cord?

this q is put in a weird way with that vertebrate word because vertebrate is just referred to having spinal column, so im confused as to what they are referring to by 'vertebrate of reflex arc' the part of reflex arc controlling leg movement would be muscle that is an effector, and its movement or leg's movement is controlled by motor neuron if they are referring to spinal cord injury then the possible breakage would be in connection between interneuron and motor neuron so problem would be in interneuron since it its inside the spinal cord
