state governments would address issues that are more local, issues that are important within that state; national government on the other hand deals with issues that affect the nation as a whole and more international concerns like relations with other nations. BTW what do you think the answer would be?

absolutely, C would also be considered but it's very vague. usually there are multiple types of electrons that go from the state/local level i.e. the mayor of a town or city all the way up to the national level i.e. the presidency. so it's ambiguous. local food repair would be the best option because it's something that would be addressed by the government within that particular state.
^\\\^ very smart, and yes in this if the question was multi pick i would choose C and D....lol my first choice was c. but when you where talking about local things, i thought about it.
remember when you go through these questions think about what makes the answer wrong not what makes it right
