It depends on the context. Where was that quote taken? What was the setting of the poem? What is the background of the author? A country experiencing a revolution would most probably turn such phrase into a complaint. People who've won a war would probably make the phrase about shouting. A quick glance of the quote makes me feel like it's more of a complaint about the situation of life though.
