so if you don't mind me asking are you trying to figure out slope or what because I know the y=8x+12 is slope intersept form but idk what the second part is asking?

a line like those y=mx+b 'rate of change' is another way of saying 'slope' how fast is y changing per unit change in x

slope is change in y/change in x for 2 points on the line notice the horizontal line in the graph gives you slope= 0/(some number), since y doesnt change, so that slope is 0/# = 0

the equation is in form y=m*x+b, where m is the slope, or rate of change
