I just did a bit of digging and I suppose the human rights issue is racial segregation. What you want to do is start off with a hook for the first paragraph. Second paragraph you talk about the issue in the book, and the other 2 or 3 sentences you say how it relates in the book

The human rights issue in Of Mice and Men is the issue with special needs.

Lennie, one of two main characters, struggles with special needs. Back in these days, special needs weren't common to be seen. They considered them with special needs to be dangerous or just plain rude. While there was some racial and segregation issues within the book, the primary human rights issue is special needs. :)
