Make 17% a decimal, 0.17.

0.17 x 8 = 1.36.

0.18 x 8 = 1.44.

0.7 x 8 = 5.6. So Mike used the most, to check 5.6 + 1.44 + 1.36 = 8.4, round it and you get 8.
