That would be my guess: stratified sampling we break the data into groups (stratums are rows in this case) and then randomly pick one element from each group.

Yup I agree with @phi With a stratified sampling you would divide them to sub groups and then conduct an SRS from each subgroup to attain your sample.... great job ^^
