decide #red and white tiles

you can figure how many total tiles there are since 20 blue are 40% of the whole thing

20 'is' 40% 'of' a number

20 = (40/100)*X
X = (100*20)/40 = 50

20 is 40% of 50, so there are 50 total tiles

the remaining white and red tiles are equal in number, half of that remaining 30, or
15red and 15 white
