because 16.30 is that same as 16.3 but not add a zero to the end same thing

if you removed the zero from 16.30, you would wind up with the same number. When you consider the number 10, all you care about is the one in front of the zero. The zero is only there to tell you "hey, this number is in the set of numbers bigger than the ones that are one digit."

The same is also true for numbers that are SMALLER than 1, for instance, 0.30... or even 0.03! The zero is just there to tell you where the number lies in relation to 10, 100, 1000, and so on.
