can you give me your guys's opinions on graffiti
Should it be considered ART or VANDALISM?

Well... in my opinion, it depends where the graffiti is, and how much effort was put into it. If it's on the side of my house, I'd consider it vandalism. And I'd probably be really mad too. xD Especially if it was just scribbles, and of nothing in particular. Or if the graffiti contained something inappropriate.
However, if there was some type of wall or public space, made for others to put graffiti on, and somebody truly put their heart into making the graffiti look just right, I'd consider it art. Or if it was in some area that nobody would mind...
Basically, graffiti is spray painting, right? To be able to make a decent looking picture, using only a can that shoots paint everywhere, you'd have to be an artist!

(Hopefully that makes sense. ^^;)

It's a form of art! People create art to express themselves-- their thoughts, emotions, insanity.. anything and everything. I find graffiti beautiful, there's just something about it so breathtaking about it. I mean yes they should find a canvas that they can LEGALLY paint (in some states, not sure about all)-- but really. Where's the fun? There's no adrenaline rush, no sort of excitement, really. I find it amazing how people can create a work of art using a spray can. That's pure, raw talent.

Well while I agree it depends on where it is, if you are going to write an essay where you have to show one or the other make sure that you stand strong on your opinion. If you are trying to prove you're right in an essay you don't want to acknowledge the other side unless it is relevant to helping your case.
