A.) yes the relief programs were a success. the direct relief programs gave direct money to the poor that qualified. They didn't have to pay the money back. This help people through troubling times.
Another choice you can choose is the last one. For example, Social Security is still around today along with lots of the organizations created through the New Deal.
b.) FDR (president after Hoover) changed people's out look on the poor. Before Hoover had the idea of "Rugged individualism" hanging around that said basically that poor people were lazy and people who were rich earned it because they work hard. With direct relief and other acts like Industrial recovery act( gave state money to to make jobs) FDR successfully changed the way we think about the poor.
