When Jefferson says Americans “should declare the causes which impel them to the Separation,” he means they should state to the world why they are forced to become independent. Why do you think he says that they should explain this to the whole world?

If a group of people claim to be independent, it doesn't really matter unless other people recognize that independence. You can say you are independent from your parents as much as you want, but it doesn't mean anything unless you are considered independent by others, especially the laws. So Jefferson was providing other countries with the reasons they should recognize the States as independent.
