17 is to do with the fact that the mass of a body does not depend on gravity whereas the weight of a body is equal to mass x gravitational field strength (W=mg). As the mass gets closer to the Earth the gravitational field strength (g) increases.

To solve #15 you need To know the radius of the Earth and the value of g on the Earth's surface.
