so imagine a point graph that has a point (lets just say point A) that is located at 5,7. the problem wants you to figure out how high y will be so it could pass through the other point ( the bottom of a point graph is called X. the side is called y) which is point A. (5,7) so x = 4 means the bottom part is 4. So for the line to pass through pint A.(5,7) y has to be 7. Did that help?
