Saudi follows the Shariah law, meaning law based on their religion, they would not let their women travel without a male relative, called a Mahram, at any cost. Women have been trying new styles of hijabs and scarves for a very long time now and Saudi allows this as long as all of their hair is covered. Women, as candy cove said, have been granted the right to vote. I believe the correct answer then would be employment.
