and it will be  0 there

but this is not correct 
well the $y$ axis represents the function $f(x)$ 
and the x axis represents the values of x

now they ask what is the value of function when x is -2

so just locate the corresponding value of y when x=-2 
this value of y will be the value of function when x is -2
