X=-2 is what we are looking for The graph however isn't intersecting in x=-2
so we wouldnt have to find a slope or something?

X=-2 ISN'T even on the graph so you can't find the value for it.
The graph intersects at x=-3 so value for x=-3 would be 0.
yes x=-3 will be 0 so according to you the function's value will be defined only when we take x=-3 and it will be 0 there but this is not correct well the \(y\) axis represents the function \(f(x)\) and the x axis represents the values of x now they ask what is the value of function when x is -2 so just locate the corresponding value of y when x=-2 this value of y will be the value of function when x is -2
