Enforcing laws, any type of government possesses. So it isn't A Same for D! A state government can conduct elections for the next major by the way. It should be Declaring war, because only the national government has this power, (legislative branch). Not so sure about borrowing money, I am pretty sure some other types of governments can do that. What did you think? Did you think C too?
