I figured I'd make a graphic. When you say the thickness is 30 cm, do you mean the sides are 30 cm thick or would it be the cover?
The answer should be 628,000 liters,i dont know how they get the answer i think its the sides

Volume = (1/4 * PI * 100 * 10) Volume is about 785 cubic meters or 785,000 liters. If the answer is 628,000 liters then adjusting the diameter for the 30 cm thickness should give a more exact answer.
