Give an example of a rational function that has a horizontal asymptote at y = 0 and a vertical asymptote at
x = 2 and x = 1.

f(x)=6/[(x-2)(x-1)]

As long as the degree of the top of the fraction is less than the degree of the bottom we will have a HA at y=0. To get VAs at the 2 and 1 we need to ensure that we divide by 0 at both those value.
