If a system of equations is inconsistent then they make parallel lines. If they make parallel lines then the slope has to be the same. So if y has a coefficient in one then it is the same in the other, and if x has a coefficient in one then it is the same in the other. The only difference that should be there is the y-intercepts. 5x+3y=2, 5x+3y=8. y= 2/3-5/3x, y=8/3-5/3x. Both have a slope of -5/3.

It can be: 5x+5y=2 \\;3x+3y=8 or 5x+15y=2 \\;x+3y=8
