United States was already involved in the war before Pearl Harbor and was very active but they haven't fought just yet. They supplied tons of shipment to Great Britain to assist their battle against the Axis. Remember that Japan was also part of the alliance so they did a preemptive strike against them before the US goes all out with their Navy. TLDR: Japan delivered the first blow to US who was aiding Great Britain to keep on fighting against the Axis. Since they belonged to different alliances, they knew war was inevitable. They attack the U.S because the U.S cut off supplies and gave supplies to the Allied forces, also they wanted to make sure the U.S couldn't use their battle ships
